The 28-year-old forward's former club, FC Petrolul Ploiesti, announced on Wednesday that the transfer cost Wuhan 450,000 euros.
Martins, who took over Wuhan in mid-January, added that he is seeking a winger to partner Tudorie in attack.
"We now lack a winger, so we are trying to introduce one, preferably one who can speak Portuguese," he said.
