The Hong Kong Special Administrative Region’s first five-year plan — contained in a blue cover representing openness, progress, and stability — will set “binding and anticipatory” indicators to guide the city’s development in a five-year term, Chief Executive John Lee Ka-chiu said on Tuesday, a day before the publication of two highly significant policy roadmaps.
Showcasing the copies of the five-year plan and the 2026 Policy Address — with a green cover symbolizing policy continuity, vitality and hope — Lee said both documents are rich in content and together exceed 100,000 words.

He will present their core contents on Wednesday, hoping to finish the delivery within two to three hours so that the public can understand both documents and how they relate to each other.
Lee said that governments weigh similar factors when setting indicators: some things must be done, which are binding particularly on the government, while others require everyone’s participation.

“The government will lead, coordinate resources and make the right policies, while everybody has to play their part in order to achieve the best result,” he said.
Lee stressed that the five-year plan will outline strategic directions and specify priority areas.
“When we each year roll out policies, then we also have to ascertain priorities, so that at the end of five years, we will reach certain goals.”

Lee added that the HKSAR government has prepared a two-volume set of summaries: one covering the highlights of the 2026 Policy Address and the other the five-year plan. After grasping the key points, members of the public can compare them with the full official texts to see how the two documents are in the same vein and how, together, they add the finishing touch and complete the overall picture.
