HONG KONG - Shop windows were taped up. Pumping robots were deployed. Flood barriers were installed. Hong Kong went on full alert on Tuesday as Super Typhoon Ragasa, the world's most powerful tropical cyclone so far this year, edged closer to the city and was expected to bring strong winds, torrential rains and flooding.

The Hong Kong Observatory issued the gale or storm signal No 8 at 2:20 pm. Hurricane-force winds were expected offshore and on high ground, with frequent heavy squally showers and thunderstorms.

Residents in Guangzhou, capital of Guangdong province, were also in preparation for the super typhoon's impact, stocking up on food and daily necessities at supermarkets. The Guangzhou municipal government had announced a citywide "five suspensions" measure — halting classes, work, production, transport, and business operations— to ensure the safety of people's lives and property.
