SEOUL – The Democratic People’s Republic of Korea (DPRK)’s leader Kim Jong-un has called on the United States to end its hostile policy towards Pyongyang, the official Korean Central News Agency (KCNA) reported on Saturday.

At the on-going eighth congress of the ruling Workers Party of Korea, Kim said that halting hostilities by Washington will be the key to future relations between DPRK and the United States.

However, Washington's policy against Pyongyang won't change regardless of who rules the White House, Kim was quoted as saying.

On his new policy on the Republic of Korea, Kim Jong-un said bilateral relations could return to three years ago when a peace mood was created "at any time," but this only depends on Seoul's attitude

The DPRK's external political activities going forward should be focused on suppressing and subduing the United States, the basic obstacle and the biggest enemy against DPRK's revolutionary development, according to the KCNA report. This is the first response by the DPRK to the new US government as US President-elect Joe Biden will be inaugurated on Jan 20.

There was no immediate comment from the US State Department. A spokesman for the Biden campaign declined to comment.

Biden, who was vice-president under President Barack Obama, called Kim a “thug” during the election campaign.

Kim had three unprecedented meetings with outgoing US President Donald Trump and the two corresponded in a series of letters, but those efforts failed to lead to a denuclearization deal or official change in the countries’ relations.

The basic seeds and themes of the new five-year economic development plan are still self-reliance and self-sufficiency.

On his new policy on the Republic of Korea, Kim said bilateral relations could return to three years ago when a peace mood was created "at any time," but this only depends on Seoul's attitude.

Relations with Seoul went cold starting June 2020 after Pyongyang demolished an inter-Korean liaison office in the border town of Kaesong in retaliation for Seoul's failure to stop activists from sending anti-DPRK leaflets into the North.

Besides foreign policy, Kim also spoke at length on proposals for a new five-year economic plan due to be announced at the congress, which he said would continue a focus on building an independent economy.

“The basic seeds and themes of the new five-year economic development plan are still self-reliance and self-sufficiency,” he said.

Among the plans are building energy-saving steel plants, significantly increasing production of chemical goods to make the industry self-sufficient, producing electricity, and securing more coal mines, Kim said.
