The Communist Party of China will strengthen efforts to guide officials in establishing and practicing the correct view of governance performance, while stepping up measures to address short-termism, inaction and improper conduct, a senior Party official said on Friday.

Huang Jianfa, vice-minister of the Organization Department of the CPC Central Committee, made the remarks at a news conference in Beijing on the guiding principles from the fifth plenary session of the 20th CPC Central Committee.

Huang said a Party-wide study campaign launched earlier this year on establishing and practicing the correct view of governance performance had focused on four areas: strengthening theoretical study, identifying and rectifying misguided views of governance performance, improving rules and regulations, and ensuring strict oversight and implementation.

Huang emphasized that fostering the correct view of governance performance is a long-term task requiring sustained efforts to consolidate and expand the achievements of the campaign.

He said the resolution adopted at the plenary session sets out specific measures to further advance these efforts.

These include strengthening education to encourage officials to serve the public good, benefit the people, make sound decisions and take concrete action, delivering achievements that stand the test of practice, the people and history.

The Party will also fully and faithfully apply the new development philosophy on all fronts and improve governance performance assessment mechanisms to better promote high-quality development, Huang said.

He said efforts will be made to regularly update the list of major problems stemming from misguided views of governance performance and improve mechanisms to prevent and correct such problems.

The Party will also intensify efforts to tackle problems such as new officials refusing to honor commitments made by their predecessors, the pursuit of short-term gains, inaction and improper exercise of authority.

Huang pledged sustained efforts to implement the resolution's requirements and guide officials in establishing and practicing the correct view of governance performance.
