The Hong Kong Special Administrative Region government is set to gazette separate orders on Friday to implement agreements signed between the city and six countries to avoid double taxation.

Six orders – made by the Chief Executive in Council on Oct 6 to implement Comprehensive Avoidance of Double Taxation Agreements (CDTAs) – will ensure that Hong Kong residents and the tax jurisdictions concerned will not be taxed twice on the same income, the SAR government said in a notification.

The HKSAR signed the CDTAs with Maldives, Jordan, Rwanda and Norway in May, September, October and December 2025, respectively, and with the Kyrgyz Republic and Barbados in March this year.

The SAR government expects the pacts will help investors better gauge potential tax burdens from their cross-border economic activities, boosting bilateral trade and investment.

The six orders will be tabled at the Legislative Council on Oct 21 for negative vetting.

The agreements will enter into force once Hong Kong and the treaty partners complete their ratification procedures.

The city has so far signed CDTAs with 60 jurisdictions, 15 of which were signed by the current-term government.
