Macao vows to join nation in ‘writing new chapters’ in development

Officials from the central authorities and the Macao Special Administrative Region on Saturday urged all sectors of the SAR to grasp the essence of the fourth plenary session of the 20th Central Committee of the Communist Party of China in implementing the nation’s latest strategic plans concerning Macao and aligning the city’s development with the national development agenda.

The plenary session, held from Oct 20-23, adopted the recommendations of the CPC Central Committee for formulating the 15th Five-Year Plan (2026-30) for Economic and Social Development, providing a top-level design and strategic blueprint for the country’s development over the next five years.

A publicity delegation sent by the central government organized two seminars in Macao on Saturday to discuss the spirit of the fourth plenary session.

The seminars -- one held in the morning and another in the afternoon -- drew more than 600 participants from various sectors, including representatives of the SAR’s executive, legislative and judicial branches.

Zheng Xincong, director of the Liaison Office of the Central People’s Government in the Macao SAR, and Macao Chief Executive Sam Hou-fai attended both events.

Zheng told the morning session the Macao SAR’s governance team is a key force in aligning the city with national development strategies and promoting its long-term prosperity and stability.

He urged the participants to use the seminar as an opportunity to unite and lead all sectors of society in learning and promoting the spirit of the plenary session. He also encouraged the public to deeply understand the important tasks and significant opportunities presented by the 15th Five-Year Plan, and further integrate into the national development framework.

Sam highlighted the guiding significance of the plenary session for Macao’s development. He said that during the 15th Five-Year Plan period, the nation will continue to “write new chapters” in economic development and social stability, providing provide broad space and greater opportunities for Macao, particularly in its moderately diversified economic development, people’s livelihoods and public administrative reforms.

Calling for collective efforts to learn and promote the plenary session’s spirit, Sam pledged that Macao will seize the boundless opportunities presented by the 15th Five-Year Plan, while advancing the formulation of its own Third Five-Year Plan for Social and Economic Development (2026-2030) to promote the city’s steady growth.

Members of the publicity delegation included the president of the Chinese Academy of Sciences, Hou Jianguo; and Zhu Weidong, deputy director of the Office of the Central Financial and Economic Affairs Commission and deputy director of the Office of the Central Rural Work Leading Group.

Hou outlined the strategic tasks and major measures in 12 different fields that will play significant roles in promoting China’s modernization during the 15th Five-Year Plan period, such as building a modernized industrial system and achieving greater self-reliance and strength in science and technology.

Incorporating the recommendations of the CPC Central Committee for formulating the 15th Five-Year Plan, he shared his perspectives on how Macao can leverage its strengths to more effectively align with and contribute to the national development blueprint.

Zhu emphasized the nation’s economic and social development status and objectives during the 15th Five-Year Plan period, with a particular focus on advancing technological self-reliance, deepening reforms, improving social civility and improving people’s life quality.

He said Macao should ensure the objectives of its own Third Five-Year Plan in line with the recommendations of the nation’s 15th Five-Year Plan, continuously highlighting the city’s roles as “one center, one platform and one base”, while promoting the moderate diversification of its economy.

During the exchange session, members of the publicity delegation also addressed various matters raised by the participants.

A similar event will be held in Hong Kong on Tuesday morning at Central Government Offices in Tamar.
