Hong Kong Chief Executive John Lee Ka-chiu announced on Wednesday that the city’s first-ever five-year plan will be unveiled on Sept 16, immediately followed by the release of the Policy Address.

Lee explained that his administration decided to roll out the two policy road maps together as the general public may not yet fully apprehend how the five-year plan and the Policy Address are supposed to work in concert.

Presenting both documents side by side, he said, would allow residents to see the picture in full — from the five-year plan’s broad direction for the city’s economic and social development over the next five years, to the Policy Address’ granular measures and key priorities for the year ahead.

“I aim to help the public better understand the close interconnection between the two documents,” he said. “The two (documents) are inextricably related.”

The CE will announce Hong Kong’s first five-year plan at a Legislative Council meeting, then will attend an interactive question-and-answer session with lawmakers at the LegCo the following day.

Lee added that a press conference will be held on the afternoon of Sept 16 to give the public a detailed rundown of the measures in Hong Kong’s first five-year plan and the Policy Address. He will also attend a television forum in the evening.
