HKSAR govt eyes commissioning Pak Shek Kok station by 2033

The Hong Kong Special Administrative Region government is targeting to commission a new metro station – Pak Shek Kok (PSK) Station – along the East Rail Line by 2033.

The proposal was set to be submitted to the Tai Po District Council for discussion on Friday, the government said on Thursday as it announced the latest progress on the PSK Station integrated development project.

The proposed PSK Station will be located roughly midway between the Science Park and the existing EdUHK Sports Centre site.

The PSK development project encompasses multiple policy objectives, including building the station to improve commuting convenience for residents and workers at the Science Park, enhancing the area’s overall appeal, and reprovisioning the existing Education University of Hong Kong (EdUHK) Sports Centre to a site adjacent to the university’s main campus.

Acknowledging significant engineering and financing challenges, a spokesman for the Development Bureau said the project involves constructing a station on active railway tracks, reprovisioning the sports center, and upgrading infrastructure.

Following detailed studies with the MTR Corporation, the government has finalized a development proposal that will finance the integrated development by granting property development rights for private residential housing.

“At present, the residential and working population in PSK and the Science Park rely primarily on road transport,” the spokesman said. “We will adopt a ‘station first, residential development later’ approach to take forward the project.”

The works include a barrier-free elevated footbridge spanning Tolo Highway to connect the station with Chong San Road near the Science Park.

The Chief Executive in Council has approved inviting the MTR Corporation to proceed with detailed planning and design for the project. Two sites have been identified for property development rights to help finance construction – one at PSK and the other at Ma On Shan.

According to preliminary government estimates, the current capacity of the East Rail Line remains sufficient to accommodate forecast passenger demand from the new station. Additional trains may be procured if needed to maintain service levels.

Subject to smooth progress, construction of the PSK Station is expected to begin in the second half of 2028, with a target to commission the station by 2033. The reprovisioning works for the EdUHK Sports Centre are also expected to start in the second half of 2028, with completion targeted for 2031.

Residential developments at both sites are expected to begin progressively from 2031 at the earliest.
