
Political parties in the Hong Kong Special Administrative Region have been actively submitting recommendations for the 2026 Policy Address and the city's first-ever five-year plan.
Following the launch of the Policy Address public consultation on June 29, the SAR government is collecting views on both key policy blueprints.
Among proposals submitted so far, a clear consensus has emerged on accelerating the Northern Metropolis development, improving living quality, and tackling labor market issues.

The Democratic Alliance for the Betterment and Progress of Hong Kong submitted 54 recommendations on Thursday, focusing on five areas: Northern Metropolis development, diversified industries, quality of life, livable city construction, and domestic and external connectivity.
On the same day, the Liberal Party (LP) submitted 139 proposals across 13 thematic areas, covering Northern Metropolis development, talent and employment, innovation and technology, and Guangdong-Hong Kong-Macao Greater Bay Area cooperation.
The LP also suggested distributing special consumption vouchers to celebrate the 30th anniversary of Hong Kong’s return to the motherland next year.

The G19 group of lawmakers, comprising Legislative Council members from the Election Committee and functional constituencies, submitted 100 proposals on Monday, including researching the situation of “NEETs” – young people not in education, employment, or training – and compiling an AI-impacted occupation list.
