He stressed the importance of having a good command of the Party Congress, for the long-term implementation of “one country, two systems”.

The principle, which has strong vitality and great superiority, has been tested repeatedly in practice and maintained the long-term prosperity and stability of Hong Kong and Macao, Xia said.

For the practice’s successful implementation in the future, law-based governance and patriots-led administrations must be upheld. It’s also of great significance to support Hong Kong and Macao to give full play of their strengths and tackle deep-seated socioeconomic problems, Xia said.

He encouraged officials to actively seek ways to promote high-quality economic development of the two cities, and further improve local authorities’ governance capability and the residents’ well-being.

It is also necessary to further improve the system and mechanism for safeguarding national security in the two SARs and consolidate the strengths of patriotic forces there, he added.
