HONG KONG – The Hong Kong Observatory issued a Black Rainstorm Warning Signal at 12:55 pm on Thursday, signaling a severe weather emergency across the territory.

According to the HKO, torrential rain has been falling or is expected to fall over widespread areas of Hong Kong, with hourly rainfall exceeding 70 millimeters.
