China suspends some rare earths, lithium battery export control measures

BEIJING – China's Ministry of Commerce has suspended some of the export control measures that were announced on Oct 9, with the suspension effective immediately and set to remain in place until Nov 10, 2026.

The suspension applies to measures released over six specific announcements, most of which are related to rare-earth export controls.

Four announcements were issued jointly by the Ministry of Commerce and the General Administration of Customs (GAC) – announcements No. 55 of 2025, No. 56 of 2025, No. 57 of 2025, and No. 58 of 2025.

They cover export controls on superhard materials, lithium batteries, synthetic graphite anode materials, equipment, and raw materials related to rare earths, and five medium and heavy rare-earth elements, including holmium.

The Ministry of Commerce issued two announcements, which are announcements No. 61 of 2025 and No. 62 of 2025, and involve export controls on certain overseas-related rare-earth items and rare-earth-related technologies.

Soybean, logs import

Also on Friday, Chinese customs announced it will lift a suspension on soybean imports from three US companies, including CHS Inc, effective Monday.

According to a GAC statement, the decision to restore these firms' qualifications was made based on an assessment of corrective measures by the US side and in accordance with relevant Chinese laws and regulations and international phytosanitary standards.

In another statement, the GAC said China will also resume the imports of US logs from Monday.
