China adjusts unreliable entity list measures for some US firms

BEIJING - In implementing the consensuses reached through the China-US economic and trade talks in Kuala Lumpur, China announced on Wednesday that it will continue to suspend for one year, effective from Nov 10, the unreliable entity list measures it announced on April 4 targeting some US companies.

Also effective from Nov 10, China will remove the relevant unreliable entity list measures it announced on March 4 against some US companies, a spokesperson for the Ministry of Commerce said in a statement.

The spokesperson added that domestic enterprises can apply and trade with the above-mentioned US firms once their applications are approved.

Meanwhile, China will adjust some of its export control measures that target certain US entities on Nov 10, according to the ministry.

In accordance with relevant export control laws and regulations, the ministry issued Announcement No. 13 of 2025 on March 4 and Announcement No. 21 of 2025 on April 4, adding a total of 31 US entities to China's export control list, thereby prohibiting the export of dual-use items to these entities.

To implement the consensus reached in Kuala Lumpur, China has decided that related measures against the 15 US entities listed in Announcement No. 13 will be lifted on Nov 10, while related measures against the 16 US entities listed in Announcement No. 21 will remain in suspension for a period of one year, the ministry said.

Exporters that wish to ship dual-use items to these entities must submit an application to the ministry in accordance with export control regulations on dual-use items, it noted, adding that the ministry will review applications in line with laws and regulations, and grant permits to those that meet requirements.
