LegCo to hold joint debate on 5-year plan, Policy Address

The Legislative Council (LegCo) of the Hong Kong Special Administrative Region (HKSAR) will hold a three-day joint debate on motions concerning Hong Kong's first five-year plan and 2026 Policy Address starting on Wednesday, HKSAR Chief Executive John Lee Ka-chiu said on Tuesday.

Speaking ahead of an Executive Council meeting, Lee told the media that Hong Kong's first five-year plan sets out a comprehensive blueprint to leverage the city's strengths, address its weaknesses, seize opportunities, and manage risks, underpinned by a thorough review of the city's current situation.

Lee reiterated the five key goals of the plan, which are making economic breakthroughs, enhancing international competitiveness and influence, accelerating the development of the Northern Metropolis, significantly improving people's livelihoods, and making major progress in integrating into and serving the overall national development.

Lee said that principal officials of the HKSAR government and lawmakers will hold in-depth discussions, allowing the public to better understand the importance of the five-year plan and how the policy address implements the plan's first-year initiatives.

Lee announced Hong Kong's first five-year plan for economic and social development (2026-2030) and delivered the policy address for 2026 on Sept 16.
