GAZA – Palestinian factions and forces said on Monday that they had submitted their official response to the mediators regarding the road map for the second phase presented by Nickolay Mladenov, "high representative for Gaza" of the US-led "Board of Peace."

In a joint statement, the factions said the response was intended to help end the "tragic humanitarian suffering" endured by Gaza residents and halt Israel's military campaign in the Gaza Strip, while ensuring Israel's adherence to the terms of the ceasefire agreement.

The groups called on mediators and guarantors to ensure Israel fully implements all provisions of the first phase of the agreement "without selectivity or procrastination," including a complete cessation of all military operations and the immediate implementation of the humanitarian protocol to ensure the flow of aid and the opening of all crossings to end the siege.

They also called for the withdrawal of Israeli forces,  the activation of an administrative committee to serve the residents of Gaza, and the immediate launch of the reconstruction plan.

Mladenov unveiled his "Roadmap to Complete the Implementation of President Trump's Gaza Comprehensive Peace Plan" in May on social media. The 15-point roadmap covers issues including security, international stability force and Israeli military withdrawal, and reconstruction.

The meetings among Palestinian factions in Cairo come as the ceasefire agreement between Hamas and Israel is facing setbacks in implementing its key provisions, including disarmament and the reconstruction of the Gaza Strip.

The ceasefire agreement, which took effect in October 2025, included an exchange of prisoners and detainees, the entry of humanitarian aid into Gaza, and the withdrawal of Israeli forces from some areas during its first phase.

The United States announced in mid-January the start of the second phase of its proposed peace plan, which includes a full Israeli withdrawal, the disarmament of Hamas, the start of reconstruction efforts, and the establishment of a transitional governing body in the Gaza Strip.

4 Palestinians killed

Four Palestinians, including a nurse and his son, were killed on Monday in Israeli airstrikes targeting various areas of the Gaza Strip, according to Palestinian sources.

Mahmoud Basal, spokesperson for the Civil Defense in Gaza, told Xinhua that the nurse, Mohammed Al-Habil, and his son were killed in an Israeli airstrike that targeted an apartment in northern Gaza City.

In another attack, a Palestinian man was killed in an Israeli airstrike targeting a tent used for sewing clothes in the Nuseirat refugee camp in central Gaza, according to Bassal.

Another woman was killed after an Israeli drone targeted a group of civilians in the town of Al-Zawayda in the central Gaza Strip, Bassal added.

There was no immediate comment from the Israeli army on these incidents.

Gaza-based health authorities said in a press statement on Monday that hospitals in the Gaza Strip received seven bodies and six wounded in the past 24 hours, bringing the death toll since the ceasefire was declared on Oct 10, 2025, to 992, with 3,144 others wounded.

The authorities added that the total number of deaths since Oct 7, 2023 has reached 73,003, while the number of wounded has climbed to 173,252.
