
The Hong Kong Special Administrative Region is set to accelerate its integration into the national development blueprint by aligning closely with the nation’s 15th Five Year Plan under an unwavering commitment to national security, Chief Secretary for Administration Eric Chan Kwok-ki said on Wednesday.
Speaking at the flag raising ceremony marking the 2026 National Security Education Day at the Hong Kong Police College, organized by the Security Bureau, Chan emphasized that safeguarding national security is the cornerstone of Hong Kong’s stability and the bedrock of the city’s peace and prosperity.

Recent years have seen the HKSAR government stepping up efforts to promote awareness and consensus on national security across schools and communities.
“Hong Kong’s role in safeguarding national security not only represents its constitutional duty but also ensures that the ‘one country, two systems’ principle stays on the right track,” Chan said.
Chan pledged that the government would “faithfully” fulfill its duty while seizing opportunities brought by the nation’s 15th Five Year Plan to advance integration and better serve the country’s overall development.
In the first year of China’s 15th Five Year Plan, the HKSAR government plans to formulate its first local five year development plan aimed at strengthening strategic ties across the Guangdong–Hong Kong–Macao Greater Bay Area.
