
An executive-led system is a must in the implementation of the “one country, two systems” framework, but also key for ensuring effective governance of Hong Kong and the well-being of residents, Chief Executive John Lee Ka-chiu said on Monday.
Lee made the remarks in a social media post following a seminar dedicated to implementing an executive-led system and promoting the SAR’s good governance. The seminar was hosted by the Chinese Association of Hong Kong and Macao Studies in Beijing, and a sub-venue in Hong Kong was held at the Central Government Offices in Admiralty.
Lee said President Xi Jinping had explicitly pointed out that the SAR must “uphold and improve the executive-led system” after Xi heard his duty report in Beijing in December.

Vowing to lead the team to fully implement the essence of Xi’s instruction, Lee said under the guidance of an executive-led system and the principle of "patriots administering Hong Kong”, the Hong Kong SAR government will forge an even more splendid city and make a greater contribution to the nation's prosperity and rejuvenation.
Lee said the government will strengthen its awareness as the city’s leader and earnestly shoulder the primary responsibility for Hong Kong's governance.
Lee also noted the responsibility taken on by the new-term Legislative Council, and reiterated his hope of uniting executive and legislative branches to bolster economic development and improve livelihoods.
This year marks the start of the nation’s 15th Five-Year Plan (2026-30), and is also a year for the government to deepen reforms, focus on economic development, pursue growth, enhance construction, and improve people's livelihoods, Lee said.
He said he hoped that all sectors of society will conscientiously safeguard, consolidate and enhance the executive-led system.
