Paul Chan: HK needs visionary, capable LegCo representatives

Financial Secretary Paul Chan Mo-po has said he hopes that following the 2025 Legislative Council General Election the newly elected lawmakers can promote systemic reforms and garner united support for post-disaster reconstruction after the deadly Tai Po blaze on Nov 26.

The finance chief and his wife cast their votes at the polling station at Wong Chuk Hang Sports Centre on Sunday morning.

The devastating fire at Wang Fuk Court illustrated the power of unity across all sectors of society and spurred strong demand for thorough reform of relevant systems, Chan said, hence the need for united support for post-disaster reconstruction and the promotion of systemic reforms, which will require the support and cooperation of the Legislative Council.

Chan said he believes constructive interaction and combined efforts between the executive and legislative branches can accelerate reforms, and the legislature needs responsible, capable, and visionary individuals so that it can work with the SAR government to promote sustainable economic and social development.

In his blog posted on Sunday, the finance chief added that he has recently convened another coordination meeting of financial regulatory authorities to further strengthen coordination and mobilization of Hong Kong's financial industry for providing sustained assistance to those families affected by the blaze, with a compassionate attitude and flexible arrangements.

The government has doubled the living allowance for each affected family from HK$50,000 ($6,410) to HK$100,000, and waived salaries tax, profits tax, rates, land rent, water bills, sewage fees, and medical expenses for affected households, the blog added.

Business leaders in Hong Kong are also enthusiastic about the election, stating their hopes that the new Legislative Council members can move forward with Hong Kong residents.

CK Hutchison Holdings Chairman Victor Li Tzar-kuoi said he hopes for a successful election before casting his vote.

Henderson Land Development Company Chairman and Managing Director Martin Lee Ka-shing described the election atmosphere as very good after he cast his vote.

Sun Hung Kai Properties Chairman and Managing Director Raymond Kwok Ping-luen said he hopes the new Legislative Council will continue to support and oversee the government in accordance with the law, promote good governance, accelerate economic development, and improve people's livelihoods.

Bank of East Asia Co-Chief Executive Adrian Li Man-kiu said he hopes the new Legislative Council members can work hand-in-hand with the government to accelerate post-disaster reconstruction and related institutional reforms, and to inject new momentum into Hong Kong's long-term prosperity and development by integrating into the overall national development strategy, especially seizing the opportunities brought by the national 15th Five-Year Plan (2026-30).
