Luo Huining

Good morning! The national delegation started today a special tour here to introduce the 14th Five-Year Plan to various sectors in Hong Kong, which reflects the central authorities' warm care and strong support for Hong Kong. On this occasion, I would like to share with all of you three points of views.

1. Understand the requirements of the national planning and fully grasp the direction of Hong Kong's development. The 14th Five-Year Plan sets out a series of major requirements for Hong Kong's development, which are for the first time elaborated in a full-spectrum of areas including politics, economics and culture. This reflects the central authorities' strategic consideration that takes into account both the international and domestic situations and Hong Kong's long-term prosperity and stability. As the world is undergoing profound changes unseen in a century, China has embarked on a new journey of realizing its second centenary goal. With a major transition from chaos to stability, Hong Kong has also entered a new stage of development. The Hong Kong society needs to further understand the requirements of the central authorities' new development philosophy, reaching broad consensus and building a new development pattern in an all-round manner.

2. Integrate into the national development and continuously enhance Hong Kong's competitive advantages. Hong Kong's economic status as an international financial, trade and shipping center and a global hub for offshore renminbi business lies in its geographical position of being connected to the mainland and its favorable investment and business environment. In the current world, no one can stop the historical process of realizing the great rejuvenation of the Chinese nation. The biggest opportunity for global development lies in China, while the biggest opportunity for Hong Kong's development lies in the mainland. With the implementation of the 14th Five-Year Plan and the establishment of the long-range objectives through the year 2035, Hong Kong is facing a new round of historic development opportunities, which we must firmly seize. We are confident that as we further integrate into the overall development of the country, Hong Kong will be able to build new strengths and make new contributions.

3. Make good use of national policy support to open up a new future for Hong Kong's development. Development is an eternal theme and the golden key to solving all kinds of problems. Over the last year and more, Hong Kong's efforts to set things right have, in the final analysis, been aimed at safeguarding and developing the fundamental well-being of the Hong Kong people, achieving long-term prosperity and stability in Hong Kong, and advancing the steady and long-term implementation of "one country, two systems."The Chinese central authorities have been paying close attention to Hong Kong's economic development and the improvement of people's livelihood. The 14th Five-Year Plan has once again defined the orientation of Hong Kong's development and provided more policy support. Now, it is necessary for the Hong Kong society to take further actions. The competition is fierce in the market economy. If you don't advance, you will retreat, so do you advance slowly. The only way to win tomorrow is to do well today.

Finally, I wish the delegation’s activities a great success.
