China's top legislature to hold session from March 5 to 11

BEIJING - China's national legislature will open its annual session on Friday morning in Beijing, a spokesperson said Thursday.

Zhang Yesui also mentioned strengthening legal guarantee for major national strategies, and facilitating legislation on people's wellbeing and social governance

The fourth session of the 13th National People's Congress (NPC) is scheduled to conclude on March 11, with 10 items on the agenda, Zhang Yesui, spokesperson for the session, told a press conference.

Lawmakers will deliberate documents including the government work report and the draft outline of the 14th Five-Year Plan (2021-2025) for national economic and social development and the long-range objectives through the year 2035, Zhang said.

They will also deliberate a draft NPC decision on improving the electoral system of the Hong Kong Special Administrative Region, as well as draft amendments to the organic law and procedural rules of the NPC, Zhang said.

Press conferences, press briefings and interviews of deputies and ministers will be held during the session via video link, he said.

The NPC and its standing committee have formulated or amended 23 laws and adopted nine decisions on legal or major issues since the third session of the 13th NPC in May 2020, Zhang said.

The work included legislation on public health, such as making relevant work plans and revising the law on animal epidemic prevention, Zhang told a press conference.

Lawmakers advanced legislation on national security, including drafting the law on biosecurity and amending the law on national defense, he said.

Zhang also mentioned strengthening legal guarantee for major national strategies, and facilitating legislation on people's wellbeing and social governance.
