Legal Week 2026: HK embarks on new chapter as international legal hub
By Christopher Wong

Legal Week has long been one of the most significant annual events on the Hong Kong Special Administrative Region’s legal calendar. This year’s Legal Week 2026 (which runs till Friday), themed “Collaboration and Innovation: Legal Synergy for a Shared Future”, is particularly timely as the world navigates profound economic, technological and geopolitical changes. In an era marked by accelerating tech transformation, growing regional integration and increasingly complex cross-border commercial activities, the law is no longer merely a mechanism for resolving disputes. It has become an essential foundation for fostering cooperation, driving innovation and maintaining international order. Against this backdrop, Legal Week 2026 carries special significance.

Undoubtedly, the highlight of this year’s program is the centenary celebration of the International Institute for the Unification of Private Law (UNIDROIT) and the opening of its Asia-Pacific Liaison Office in Hong Kong on Monday. This is the first office established outside UNIDROIT’s Rome headquarters since the organization was founded in April 1926. Its significance extends far beyond the establishment of a regional office. It represents international recognition of Hong Kong’s legal system, professional legal services and institutional strengths, while underscoring the city’s increasingly important role in the global legal landscape.

For decades, Hong Kong has distinguished itself through its common law system, robust rule of law, independent Judiciary, mature legal services sector and highly internationalized business environment. Under the principle of “one country, two systems”, the SAR enjoys the unique advantage of serving as both a gateway to the Chinese mainland and a bridge to the rest of the world. It facilitates mainland enterprises in accessing global markets while providing international investors with a reliable legal platform for engaging with opportunities in the mainland. UNIDROIT’s decision to establish its first overseas office in Hong Kong is a powerful endorsement of this unique role.

The legal profession therefore has every reason to look forward to discussions on international legal cooperation and the development of foreign-related rule of law during Legal Week. As cross-border investments, global supply chains and the digital economy continue to evolve, new demands are being placed on international legal frameworks. Hong Kong is well positioned to serve as a bridge between different jurisdictions, legal traditions and business communities. Looking ahead, the city should aspire not merely to apply international rules, but also to contribute to their development. By actively participating in the formulation and dissemination of international commercial norms, Hong Kong can strengthen its influence within the global legal governance system.

Equally important are discussions on international dispute resolution and cross-sector collaboration. Hong Kong has spent decades building a world-class reputation in arbitration and mediation. With internationally recognized institutions and a deep pool of globally minded legal professionals, the city remains one of the most trusted centers for dispute resolution in Asia. As the Belt and Road Initiative and the Guangdong-Hong Kong-Macao Greater Bay Area continue to create new channels for economic integration, demand for cross-border legal services will only increase. Hong Kong has every opportunity to further establish itself as a leading international hub for arbitration and mediation, providing efficient, impartial and professional dispute resolution services to parties from diverse jurisdictions and cultural backgrounds.

Another major highlight of this year’s Legal Week is the inaugural Hong Kong LawTech Fest. The rapid advancement of artificial intelligence, big data and digital technologies is reshaping virtually every profession, and the legal sector is no exception. Today, AI is already assisting lawyers with legal research, document review, contract analysis and risk management, significantly enhancing efficiency and productivity. At the same time, these technological advances raise important questions regarding professional responsibility, data privacy, intellectual property rights and legal ethics.

For this reason, Hong Kong LawTech Fest should be more than a showcase of emerging technologies. It should provide a platform for meaningful discussions on how the legal profession can strike the right balance between innovation and responsibility in the age of AI. Lawyers should not view technology as a threat, but as a tool that can strengthen the delivery of legal services. By embracing innovation while establishing appropriate regulatory and ethical safeguards, Hong Kong can position itself as a leading center for legal technology development in Asia and attract legal innovators and talent from around the world.

The focus on the Greater Bay Area is equally significant. As regional integration deepens, demand for cross-border legal services will continue to grow in areas ranging from investment and compliance to intellectual property protection and dispute resolution. Hong Kong’s internationally connected legal system complements the mainland’s vast market potential and innovation capacity. Greater alignment of legal mechanisms, professional exchanges and regulatory cooperation will create substantial opportunities for Hong Kong’s legal sector while supporting the Greater Bay Area’s long-term development.

Looking ahead, Hong Kong should strive not only to be an international legal services center, but also a platform for legal thought leadership, talent development and legal innovation. The establishment of UNIDROIT’s Asia-Pacific Liaison Office provides an unprecedented opportunity to bring together legal professionals, academics and policymakers from across the globe, strengthening regional cooperation and advancing the development of international private and commercial law.

The rule of law remains one of Hong Kong’s most valuable and enduring strengths. It is the foundation of public confidence, investor trust and long-term prosperity. The theme of this year’s Legal Week, “Collaboration and Innovation”, is therefore more than a conference slogan. It encapsulates the path that Hong Kong must take in building its future as a leading international legal hub.

As Hong Kong continues to uphold the rule of law, leverage its institutional advantages, embrace technological transformation and deepen its international engagement, it will further consolidate its position as a premier center for international legal and dispute resolution services and contribute meaningfully to the advancement of global legal cooperation in the years ahead.
