Mamdani urges Trump to end ICE operations after NYC shooting

Mayor Zohran Mamdani called for an end to federal immigration enforcement in New York city after an ICE officer shot and wounded a man in front of a child, escalating tensions over the Trump administration’s crackdown.

Mamdani said late Thursday he had urged Donald Trump to halt all Immigration and Customs Enforcement enforcement actions in the city after spending two hours on the phone with the president and the homeland security secretary in an unsuccessful effort to secure the man’s release.

“There is no explanation for federal officers firing this many rounds into a car that has a five-year-old in the car,” Mamdani said at a news conference near the scene. “ICE is rotten to its core.”

At times, his remarks were drowned out by a chorus of protesters angered by the shooting.

Governor Kathy Hochul said she had also spoken with Trump and Homeland Security Secretary Markwayne Mullin, urging them to halt operations and release body-camera footage.

The White House didn’t immediately reply to messages seeking comment.

Oscar Belgal, a 28-year-old Dominican man, was shot during what the Department of Homeland Security (DHS) described as a targeted operation in the Marble Hill neighborhood. At least seven rounds were fired, hitting Belgal in the neck, Police Commissioner Jessica Tisch said. He was in stable condition at a hospital, and the 5-year-old child in his vehicle was physically unharmed.

The shooting occurred at about 4 p.m., the New York Police Department said. Officers responding to an unrelated call nearby heard gunfire and found Belgal handcuffed on the ground, surrounded by men wearing construction-style vests and face masks, at least one carrying a long gun, Tisch said. Police took him to the hospital in a police vehicle. Federal authorities took over the investigation, and ICE later removed Belgal in an unmarked vehicle, Mamdani said.

DHS said Belgal was in the US illegally, had a prior grand-larceny conviction and had previously been arrested on allegations including assault, robbery, drug possession and weapons possession. The department also said he had ties to the Trinitarios gang, without providing further details, and confirmed that an ICE officer fired a weapon. Agents immediately rendered aid, DHS said.

Immigration enforcement has intensified sharply in New York in recent months, mirroring a runup nationwide, according to figures compiled by the Deportation Data Project. ICE made more than 1,500 arrests in the state in July, according to the data.

The shooting adds to a series of incidents in which federal immigration agents have opened fire. Several have been fatal, including shootings involving US citizens.

Hochul in a statement released earlier in the evening said the shooting had left immigrant communities frightened and demanded an immediate explanation from federal authorities.

“New Yorkers are outraged tonight. Immigrant communities are terrified. And we are demanding answers,” Hochul said in a statement.

The episode is likely to deepen tensions over New York city’s sanctuary policies, which generally limit cooperation between local authorities and federal immigration officials.

The Trump administration has argued those restrictions make enforcement more difficult and dangerous, while city officials have said they are intended to preserve trust between immigrant communities and local government. DHS again blamed sanctuary policies after Thursday’s shooting.

Mamdani on Thursday repeated his call for ICE to be abolished, saying he would not stand by while agents “terrorize our communities.”

“Get ICE out of our neighborhoods. Get ICE out of our hospitals. Get ICE off our streets. Get ICE away from our children,” he said.
