
HONG KONG – The Hong Kong Special Administrative Region government on Friday denounced a United States report for slandering the “one country, two systems” framework and the city's law-based governance.
The "2025 Annual Report" issued by the United States Congressional-Executive Commission on China (CECC) made biased, slanderous and offensive remarks against the situation in the HKSAR, a government spokesperson said.
Stressing that the HKSAR government strongly disapproves of the CECC's repeated tactics to interfere in Hong Kong’s affairs through the so-called annual report, the government spokesman said in a statement that the US is once again overriding the rule of law with politics and making unfounded and fact-twisting remarks.
“Such attempt to undermine the prosperity and stability of Hong Kong and interfere in Hong Kong's law-based governance is doomed to fail.”
The SAR government steadfastly safeguards national sovereignty, security and development interests, and fully and faithfully lives up to the highest principle of "one country, two systems", the spokesperson reiterated.

It will resolutely, fully and faithfully implement the Hong Kong National Security Law, the Safeguarding National Security Ordinance and other relevant laws protecting national security in the city, to prevent and impose punishment for acts endangering national security, said the spokesman.
It will, at the same time, maintain the common law system, adhering to the principle of the rule of law and upholding the rights and freedoms of Hong Kong people to ensure the steadfast and successful implementation of the principle of 'one country, two systems', the spokesman added.
“The HKSAR government strongly demands the US to immediately stop acting against the international law and basic norms of international relations and interfering in China's internal affairs and Hong Kong affairs.”
The Commissioner’s Office of the Ministry of Foreign Affairs in the Hong Kong SAR also slammed the report on Thursday, saying part of its remarks were smears and groundless attacks against the special administrative region’s “one country, two systems” governing principle and human rights situation.
In a rebuke that underscored that successful democracies are only from respect for local realities, the office stated that global recognition of Hong Kong’s successful implementation of the “one country, two systems” principle reflects the city’s achievement in safeguarding its residents’ rights and freedoms.
It added that the city’s national security laws safeguarded the city’s long-term stability and prosperity.
The office noted the recent successful formation of the eighth-term Legislative Council of the HKSAR, emerging from an electoral process characterized by “wide representation”, “political inclusiveness”, “balanced participation”, and “fair competition” that had displayed a form of high-quality democracy aligning with Hong Kong’s actual circumstances.
In Hong Kong — a rule-of-law society, where legality and equality are fundamental — no one enjoys privilege above the law, and those who violate it must be held accountable in accordance with legal provisions, the spokesperson stressed.
The spokesman also slammed US “double standards” over the city’s national security laws, noting that some American politicians have chosen to overlook glaring domestic failures in democracy, liberty, and human rights, alongside widespread social disorder, while continuing to point fingers abroad in a malicious attempt to undermine Hong Kong’s prosperity and stability.
