MOSCOW - Russia's Federal Security Service (FSB) said Wednesday that it had thwarted a plot to attack military personnel in the Moscow region.
Two Russian citizens planned to use a home-made explosive device to "commit a sabotage and terrorist act" against one of the military personnel in the Moscow region, the FSB said in a statement

The suspects were neutralized during arrest and the law enforcement seized pistols and ammunition, as well as communication devices, it added.
Moscow's investigative authorities have initiated a criminal case on the charges of illegal handling of explosives, the FSB said.
