China warns against sale of narcotics-producing substances

BEIJING -- China's anti-drug authority has issued a circular, warning relevant companies and individuals to prevent illegal and criminal activities involving the manufacturing, trafficking, and smuggling of narcotic and psychotropic substances, as well as substances used for producing narcotic drugs.

The circular, issued Thursday by the office of the China National Narcotics Control Commission, also cautions against the risk of long-arm jurisdiction by overseas law enforcement agencies over the sale of non-scheduled chemicals and related equipment.

The circular contains 12 articles summarizing provisions on the control of narcotic and psychotropic substances, as well as chemicals used for producing narcotics, in Chinese laws and regulations, such as the Criminal Law and the Customs Law.

It clarifies the obligations of relevant businesses and individuals, including postal, express delivery, and logistics service providers, to guard against drug-related violations.
