Three-District Youth Offer Policy Recommendations for the "15th Five-Year Plan"

Nearly 200 Students and Teachers Engage in Proposal Presentations and Consultation Exercises, Experiencing the Full Democratic Consultation Process

HONG KONG, 16 July 2026 – The four-day "Second Guangdong-Hong Kong-Macao Greater Bay Area Youth Model Chinese People's Political Consultative Conference (CPPCC) Activity" drew to a successful close today. Over the past days, young participants from Guangdong, Hong Kong, and Macao devoted themselves wholeheartedly to a comprehensive and rigorous simulated democratic consultation process, covering social research, data analysis, expert interviews, sector-based consultations, and proposal writing.

On the final day, teachers and students prepared themselves with a mix of excitement and anticipation, ready to deliver their best in the concluding proposal presentations. In the morning, each team delivered their proposal presentations simultaneously, including research video screenings, PPT‑based proposal statements, and Q&A sessions with judges, fully showcasing the outcomes of their intensive study over the preceding days.

In the afternoon, the much‑anticipated closing ceremony was held at the school hall of Hong Kong Baptist University Affiliated School Wong Kam Fai Secondary and Primary School (HKBUAS). The officiating guests were Dr. Sze Chun Fai, Jeff, JP, Under Secretary for Education, and Mr. Woo Kin Man, Clement, MH, JP, Under Secretary for Constitutional and Mainland Affairs. In his address, Under Secretary Chiu commended the outstanding performance of all participating teams, emphasizing the significant role of the Model CPPCC activity in nurturing young people's sense of national belonging and social responsibility. He encouraged students to continue following national development and to contribute their talents to society in the future.

Subsequently, the top three teams delivered outstanding proposal presentations, sharing their research findings and consultative insights with all guests, teachers, and students, earning rounds of applause. 

The Chief Adjudicator, Ms. Tam Wan Chi, Winnie, SBS, SC, JP (Member of the National Committee of the CPPCC and Senior Counsel of Hong Kong), delivered an encouraging address in which she highly praised the participants' exceptional performance in depth of research, consultative deliberation, and on‑stage delivery. She urged the young participants to remain engaged in public affairs and to translate their simulated experience into motivation to participate in society in the future.  

Dr. Chan Wai Kai, Benjamin, MH (Chief Principal, HKBUAS), Chairman of the Organizing Committee, expressed his heartfelt gratitude in a vote of thanks to all government departments, adjudicators, sponsoring organizations, school teachers, and student ambassadors for their support, which enabled the second Model CPPCC activity to proceed smoothly and to conclude successfully.

The ceremony presented certificates of appreciation to the adjudicators, mentors, sponsors, participating schools, and student participants, in recognition of their invaluable contributions to this year's event. Subsequently, written and oral assessment panels awarded multiple prizes to outstanding teams, including the "Best Proposal Award" and the "Best Presentation Award," commending the participants' remarkable achievements in research depth, policy recommendations, and on‑stage delivery.

One of the highlights of the ceremony was the flag‑handover ritual. Witnessed and facilitated by Dr. Sze Chun Fai, Jeff, JP, Under Secretary for Education, and Mr. Woo Kin Man, Clement, MH, JP, Under Secretary for Constitutional and Mainland Affairs, Dr. Chan Wai Kai, Benjamin, MH (Chief Principal, HKBUAS), Chairman of the Organizing Committee, officially handed over the event flag to the representative of the third‑edition host—Dr. Kou Kam Fai, Principal of Pui Ching Middle School Macau. This moment signified the successful conclusion of the "Second Guangdong‑Hong Kong‑Macao Greater Bay Area Youth Model CPPCC Activity," while symbolizing the continuation of this meaningful youth exchange event, as it moves to Macao and ushers in a new chapter for the next edition.

Through this activity, young people from the three regions gained an in‑depth understanding of the nation's political system, experienced democratic consultation, and forged genuine friendships. Though the four days were short, participants experienced growth in knowledge, perspective, and emotional commitment. With the flag handed over to Macao, the tradition of rotating hosting among the three regions will continue, opening the door for more Greater Bay Area youth to understand national conditions and offer constructive suggestions.
