ExCo approves green, smart mass transit system in Kai Tak

The Chief Executive in Council authorized on Tuesday the construction of the Smart and Green Mass Transit System in Kai Tak that is expected to be commissioned in 2031.

The approved SGMTS-KT railway project is approximately 3.5-kilometer long with six stations, and the termini will be connected to the Kai Tak Cruise Terminal and the MTR Kai Tak Station, respectively, according to a Hong Kong Special Administrative Region government statement.

“It will provide a convenient feeder transport service connecting the former runway area of Kai Tak to the MTR Kai Tak Station to strengthen connectivity among residential and commercial developments, tourism, culture and recreation, sports and community facilities within the area,” the statement reads.

An HKSAR government spokesman said public consultations showed that members of public are generally supportive of the project, and tenders for the contract were invited in October 2025.

The HKSAR government also carefully studied the grounds of each objection it had received and met with the objectors to address their concerns, he said.

The Legislative Council Subcommittee on Matters Relating to Railways, the Transport Advisory Committee, the Kowloon City District Council, the Task Force on Kai Tak Harbourfront Development of the Harbourfront Commission, relevant LegCo members and other stakeholders were also consulted, he added.

The spokesman said the franchisee will maintain close communication with the relevant stakeholders during the project’s implementation.

The franchisee is also required to comply with the conditions set out in the permit issued by the Director of Environmental Protection to mitigate any impact on the environment, he added.
