
The new-term Legislative Council (LegCo) should adhere to the principle of patriots administering Hong Kong, and persist in improving the executive-led system to ensure harmonious interaction between the administrative and legislative branches, Chief Executive John Lee Ka-chiu said on Wednesday.
The eight-term LegCo, which assumed office on Jan 1, convened its first meeting on Wednesday.
Lee, exercising a right guaranteed by LegCo Rules of Procedure, attended the meeting and proposed his hopes for the new-term legislature.
Lee said he hopes lawmakers will implement the principle of patriots administrating Hong Kong with concrete actions, prepare to shoulder responsibilities, and exercise their influence as members of the city’s governance team in a comprehensive and accurate manner.
Lee added that lawmakers should obey the Code for Members of the Legislative Council, act in accordance with the fundamental interests of the nation and the collective well-being of society, and pay attention to both individual concerns and macro-level interests.

He also hopes to see executive-legislative cooperation scale new heights, prioritizing providing support for victims of the Tai Po fire and advancing systematic reforms to prevent the tragedy from reoccurring, as well as proactively aligning with the nation’s 15th Five-Year Plan (2026-30) to better coordinate development efforts and enhance competitiveness.
The HKSAR government and lawmakers should work together to strive for economic growth, development, and improving people's livelihoods. Lee stressed the importance of building Hong Kong into an international hub for higher education and high‑caliber talents, and accelerating the development of the Northern Metropolis, including the construction of the University Town.
