Incoming HK lawmakers begin 2-day orientation to roles and rules

A two-day orientation for incoming Legislative Council members commenced on Thursday, with the first day dedicated to detailing core responsibilities and working procedures.

This follows the confirmation of all 90 members for the eighth-term Legislative Council of the Hong Kong Special Administrative Region following Monday's count of the votes cast in Sunday’s election, with 40 of the members being fresh faces. Their official term commences on Jan 1, 2026.

The first day's closed-door briefing started at 9:30 am and was structured into eight sessions. Incoming lawmakers will be briefed on their powers and operational mechanisms, the oath-taking ceremony, declaration of interests, conduct and order during meetings, and procedures for raising questions, bills, and motions.

Attendance of the first four sessions and a welcome lunch was mandatory for all members, while attendance of the later four sessions on Thursday and a further seven sessions on Friday is required by first-term legislators only.

Before the briefing began, the chamber was lively, with many exchanges taking place among the incoming members.

Re-elected Election Committee lawmaker Adrian Ho King-hong said there was a positive atmosphere in the chamber, with constructive communication between new and returning members and serious engagement with the briefings. He said he has high expectations for the new term and is confident that the lawmakers will support one another.
