Putin says Russia ready to work with Ukraine on memorandum for peace

MOSCOW/KYIV/LOS ANGELES - Russia is ready to work on a memorandum with Ukraine, which could include a potential ceasefire, Russian President Vladimir Putin told the press after his call with US President Donald Trump on Monday.

Putin and Trump held a telephone call on Monday, during which the leaders discussed the Ukraine crisis and recent Russia-Ukraine talks in Istanbul.

"We agreed with the President of the United States that Russia will propose and is ready to work with the Ukrainian side on a memorandum regarding a possible future peace treaty," local media reported, citing the Russian leader.

Putin noted that this treaty could define various aspects, "such as the principles of a settlement, the timing of a possible peace agreement", and "a possible ceasefire for a certain period given the relevant agreements are reached".

The president said Russia supports a peaceful resolution to the Ukraine conflict, and reiterated that Moscow's priority is to eliminate the root causes of the crisis.

Putin said that Moscow and Kyiv must find compromises that would be acceptable to both sides.

He thanked the US leader for helping restart direct talks between Russia and Ukraine, and called the telephone conversation substantive, frank and very useful.

Ukrainian President Volodymyr Zelensky said Monday that Ukraine is considering the possibility of holding a high-level meeting with Russia, the United States, and European countries, the Ukrinform news agency reported.

Speaking at a media briefing following his phone talks with Trump, Zelensky suggested that such a meeting could take place in Türkiye, the Vatican or Switzerland.

He noted that Ukraine is open to signing a bilateral memorandum with Russia that would include a ceasefire agreement.

At the same time, Zelensky emphasized that during any potential talks with Russia, Kyiv would not accept conditions requiring the withdrawal of Ukrainian troops from territories under Ukrainian control.

Later in the day, Zelensky wrote on social media platform X that he had reaffirmed to Trump Ukraine's readiness for full and unconditional ceasefire.

"It is important not to dilute this proposal. If the Russians are not ready to stop the killings, there must be stronger sanctions," Zelensky said.

Zelensky spoke with Trump twice on Monday. First, the two leaders had a one-on-one call ahead of Trump's phone conversation with Putin. Later, Zelensky and Trump spoke together with several European leaders, including French President Emmanuel Macron, Italian Prime Minister Giorgia Meloni, and German Chancellor Friedrich Merz.

Phone call with Putin 'went very well'

Trump said his telephone conversation on Monday morning with Putin "went very well".

Trump made the remarks in a social media post after the two-hour phone call, saying Russia and Ukraine would start a negotiation in which the conditions could only be set by the two sides themselves.

"Russia and Ukraine will immediately start negotiations toward a Ceasefire and, more importantly, an END to the War," Trump wrote. "The conditions for that will be negotiated between the two parties, as it can only be, because they know details of a negotiation that nobody else would be aware of."

Trump noted that Russia wants to "do largescale TRADE with the United States" when the current catastrophic situation is over and he expressed the belief that Ukraine could benefit from trade as well.

Permanent negotiation team

Zelensky said on Monday he had ordered the establishment of the country's permanent negotiation team on peace efforts.

"I have given instructions to form a permanent, expanded national negotiation group," Zelensky wrote on Telegram following a meeting with Ukrainian officials focused on diplomatic efforts.

Zelensky spoke highly of the Ukrainian delegation's performance during recent negotiations with Russia, saying they "succeeded in keeping the talks in a dignified manner".

Ukraine's proposal for a 30-day ceasefire remains in place, Zelensky noted.
