Shenzhen-HK Hetao zone a future innovation powerhouse

The State Council of the People’s Republic of China recently unveiled the “Development Plan for Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone”, outlining 30 measures aimed at establishing a Shenzhen-Hong Kong science and technology innovation collaboration mechanism by 2025. 

And by 2035, the ambition is to transform this Shenzhen-Hong Kong innovation cooperation zone into the world’s premier international innovation hub.

Sun Dong, the secretary for innovation, technology and industry, confirmed the plan’s relevance to Hong Kong in a recent public address. With the central government providing a clear timetable, he stressed, the Hong Kong Special Administrative Region government must expedite the release of the Hong Kong park plan in the Hetao zone in order to meet the 2035 deadline. Efforts to attract investment and foster bilateral cooperation are also essential to achieve an advanced international standing.

The task of fostering Shenzhen-Hong Kong science and technology innovation cooperation is not going to be easy. The government must work closely with the innovation sector to create a driving force for the development of the future Northern Metropolis, and there should be a concerted effort from all sectors in that regard as well. The Hetao zone is a region filled with developmental potential, and its advancement requires multifaceted effort and cooperation.

Understanding the State Council’s strategy, several key points should be considered for the future development of the Hetao zone. The Hetao zone is a science and technology innovation cooperation area within the Guangdong-Hong Kong-Macao Greater Bay Area. It can attract excellent research institutions and talents from Hong Kong and the mainland to conduct joint technological innovation research.

To support the rapid development of the Hetao zone, it is necessary to strengthen infrastructure construction, including transportation, communication, energy, and water resources. Furthermore, by simplifying approval procedures, providing one-stop services, and other measures, we can improve the business environment and attract more companies and investors to the Hetao zone. The Hetao zone could also guide and support enterprises within the region to innovate technologically and upgrade, developing high-end manufacturing and modern service industries, thereby increasing added value.

The Hetao zone can also collaborate with universities and research institutions in Hong Kong to provide more internship and employment opportunities, attracting more outstanding talents to advance their career there. Of course, while under development, the Hetao zone also needs to focus on ecological protection, preserving the natural environment and resources, and building a green Hetao.

As we look ahead, the successful realization of the Hetao zone’s potential hinges on a trinity of forces — the government, businesses and residents. The path to creating a highly prosperous and sustainable international innovation hub is not without its challenges, but with proactive policies, robust infrastructure, a thriving business environment and a commitment to ecological preservation, it is a goal well within our reach. This joint venture represents not just a shared ambition but a shared responsibility. If all stakeholders work together and contribute to the project by leveraging their distinct strengths and resources, the Hetao zone will surely rise as a beacon of innovation and cooperation on the global stage.
