China urges US to create favorable conditions for ties

BEIJING / HONG KONG - China is strongly dissatisfied with and firmly opposes a US report over Hong Kong, urging the United States to create favorable conditions for bringing China-US ties back on the track of healthy and stable development, a Foreign Ministry spokesperson said on Thursday.

It came after the US Secretary of State Antony Blinken on Wednesday sent a report to Congress reaffirming a determination made last year that Hong Kong remains undeserving of special treatment by the United States.

Foreign Ministry Spokesperson Hua Chunying said the report, disregarding basic facts, made irresponsible remarks over Hong Kong affairs. It leveled groundless accusations against the Chinese central government and the HKSAR government and severely interfered in China's internal affairs.

As seen by all, since Hong Kong's return to the motherland, the "one country, two systems" policy, under which "the people of Hong Kong administer Hong Kong" with a high degree of autonomy, has been fully implemented, Hua said at a daily press briefing.

"The rights and freedoms enjoyed by Hong Kong residents under the law are fully protected, and the development of Hong Kong has scored achievements recognized by the international community," she added.

The spokesperson said Hong Kong's development achievements nowadays depend on the hard work of several generations of Hong Kong citizens and the great advantage of the motherland, rather than charities from foreign countries.

The cancellation of or threat to cancel the so-called "special treatment" by the United States will not stop Hong Kong's development and prosperity. It will also not stop Hong Kong from continued integration into the motherland and contributing to the country with greater space for development, Hua said.

"Hong Kong is China's Hong Kong, and Hong Kong affairs are China's internal affairs, which abide no interference from any foreign country," Hua said.

She urged the United States to respect the facts, stop meddling in Hong Kong affairs and China's internal affairs in any form, and create favorable conditions rather than create obstructions. These steps would bring China-US ties back on the track of sound and stable development.

Meanwhile, the Hong Kong Special Administrative Region government on Thursday expressed strong opposition to the remarks contained in Blinken's report.

In a statement, the HKSAR government said the so-called Hong Kong Policy Act and sanctions imposed by the US government are clearly interference in the internal affairs of China under the pretext of human rights, democracy and autonomy.

An HKSAR government spokesman said it strongly objects to the comments in the report smearing the National Security Law in Hong Kong.

“National security is a matter within the purview of the central authorities. It is the legitimate right and duty of every country to safeguard its national security,” the spokesman was quoted as saying in the statement.  

“Smearing the National Security Law out of political motivation is clear hypocrisy in adopting double standards," he added.

The spokesman said the arrests made by the police are based on evidence and that the National Security Law applies equally to every person in Hong Kong.

"No one is above the law. We are appalled by remarks in the report that seemed to suggest that people with certain political background should be immune to legal sanctions. We must emphasize that no one has any privilege to break the law without facing legal consequences,” he said.

He noted that since the implementation of the National Security Law, stability has been restored and national security  safeguarded in the HKSAR.

On the postponement of the Legislative Council elections, the HKSAR government has repeatedly stressed that the postponement was entirely based on public health grounds, according to the statement.

The courts of the HKSAR also exercise independent judicial power, including that of final adjudication free from any interference, as enshrined under the Basic Law, it added.

According to the statement, the constitutional duty of judges, in the exercise of their judicial power, is to apply the law and nothing else, and this duty does not change when judges decide cases involving political controversies.
