Vice-chairman of the National Committee of the Chinese People's Political Consultative Conference, Leung Chun-ying, stated in an interview with China Daily regarding the legislation of Article 23 that the Hong Kong Basic Law explicitly states that the HKSAR “shall enact laws on its own” and that legislation is not optional.
