The Constitution plays an important role in guaranteeing the successful implementation of “one country, two systems” and Hong Kong must uphold it firmly to play a greater role in the nation’s new journey, said Luo Huining, director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region.
Speaking at a high-level seminar on Sunday to mark Constitution Day, Luo said that to fully realize the Constitution's role, Hong Kong people must respect and uphold the fundamental law’s authority, as well as the leadership of the Communist Party of China, as stipulated in the Constitution.

Safeguarding national security is the SAR’s constitutional responsibility, and the bottom line must be resolutely kept. All institutions and individuals in the city should abide by the National Security Law, he stressed.
Hong Kong should continuously strengthen the promotion of the Constitution, the National Security Law and the Basic Law to create a favorable atmosphere for people to abide by the laws.
Chief Executive John Lee Ka-chiu told the seminar the Constitution plays a vital role in ensuring the comprehensive implementation of “one country, two systems”.
At a critical period as the nation embarks on a journey to fully build a modern socialist China, Lee pledged that Hong Kong will unswervingly uphold the Constitution and fully implement the principle of “one country, two systems”.

Entitled “Constitution and New Journey of the New Era”, the seminar was attended by more than 600 prominent representatives of various sectors. It was jointly held by the HKSAR government and the Liaison Office of the Central People’s Government in the HKSAR, with the Endeavour Education Centre as the supporting organization.
