HK's role in BRI key to Venezuela’s development

The Hong Kong Special Administrative Region plays a vital role in “achieving a bright future with shared benefits” in the Belt and Road Initiative that allows Venezuela to continue raising the quality of life of its people, said Ana Dubraska García, Consul-General of Venezuela in HKSAR.  

Hong Kong has sound financial, educational and cultural systems, as well as developed infrastructure in ports and trade, which helps boost bilateral relations between Venezuela and the Chinese mainland, she said.

The general progress in relations between Venezuela and the mainland could, in turn, help support and fuel innovation in the creation of new forms of work in Hong Kong, she said, adding that the consulate is currently making great efforts to deepen such relations.

In a broad sense, Venezuela's incorporation into the BRI is a step toward broadening and strengthening bilateral relations.

The BRI, comprising exchange, cooperation and investment programs, consolidates the basis of the bilateral relationship between China and Venezuela, García said; the initiative also helps the Venezuelan government “better face global economic uncertainty”. 

She added that, as the BRI is based on mutual respect and impartiality, it allows economies, regardless of their size, to cooperate in “all possible areas without discrimination, without impositions, without pressure to obtain benefits from some actors over others”. 

“It creates an environment of trust and respect complementarity and bilateral and multilateral cooperation that allows strengthening the international law,” she said. 

García expressed gratitude to the People's Republic of China, as Venezuela was the first country in Latin America to receive Chinese anti-pandemic aid, including Chinese vaccines, supplies and medical experts, which improved the information flow and the management and procedures for fighting against COVID-19.

“In the specific case of Venezuela, this cooperation was of great importance in its historical moment, since it not only benefited the Venezuelan government in its fierce fight against the global scourge of the pandemic, but also benefited our brother countries in Latin America and the Caribbean,” she said. 

García noted that, thanks to the BRI as an enhancer of cooperation among China, Latin America and the Caribbean, Venezuela has signed memorandums of understanding under the BRI with China.

Venezuela participated actively in forums of heads of state in 2017 and 2019, and in sectoral meetings and judicial matters, including the Belt and Road Energy Alliance, the Belt and Road Conference of Customs and Tax Administrators, and the Asian Infrastructure Investment Bank, she said.

“In a broad sense, Venezuela's incorporation into the BRI is a step toward broadening and strengthening bilateral relations,” García said.
