Louise Ho appointed Hong Kong's customs chief

HONG KONG - The Central People's Government on Thursday approved the appointment of Louise Ho Pui-shan as Commissioner of Customs and Excise based on the recommendation and nomination of Hong Kong Special Administrative Region’s Chief Executive Carrie Lam Cheng Yuet-ngor.

The central government also approved the removal of incumbent commissioner Hermes Tang Yi-hoi from the post effective Thursday, according to a statement released by the HKSAR government.

"Tang proceeded on pre-retirement leave on the same day after serving the Customs and Excise Department for 34 years," according to the statement.

Ho became the first female head of the Customs and Excise Department.

The 53-year-old joined the department as an inspector in February 1991. She was then promoted several times from her first position and took up the post of deputy commissioner in 2019.

"Ho has served in the Customs and Excise Department for 30 years and has extensive experience in departmental operations,” Lam said while commenting on the appointment of Ho.

“She possesses solid management and leadership skills. I am confident that she will lead the Customs and Excise Department in meeting the challenges ahead."

Ho has been awarded several medals for her outstanding performances in the department, including three Assistant Commissioner of Customs and Excise's Commendations in 1999, 2003 and 2005 respectively.

Speaking on the retirement of Tang, Lam said he had led the department with distinguished results on the prevention of smuggling activities, the protection and collection of government revenue on dutiable goods, upholding of Hong Kong's trading integrity among others.

“On behalf of the Hong Kong Special Administrative Region government, I convey my heartfelt appreciation to Tang for his contribution to the HKSAR and I wish him a happy retirement."

The 56-year-old Tang joined the Immigration Department as immigration assistant in February 1985. He subsequently joined the Customs and Excise Department as inspector of customs and Excise in 1987 and took up the commissioner post in July 2017.
