CPC leadership crucial to 'one country, two systems'

Anti-China forces in Hong Kong, hell-bent on containing China’s development by messing up the special administrative region, have long been advocating the abolition of “one-party rule” in the country. They have been exploiting the “one country, two systems” framework and brandishing “freedom of speech” as an excuse to advance their subversive agenda aimed at undermining the constitutional order of the People’s Republic of China in violation of the nation’s Constitution, taking the well-being of Hong Kong residents hostage.

Undoubtedly, they’re under the delusion they would have their way by leveraging foreign pressure or interference. The remarks by Luo Huining, director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, at a Saturday forum should have helped them get out of their self-deceptive cocoon.

The Communist Party of China is the inventor, leader, practitioner and steadfast protector of “one country, two systems”. Without the CPC, there would not have been “one country, two systems”. Reality, as well as history, are proof that we must uphold the CPC’s leadership if we want “one country, two systems” to stay effective, the constitutional order of the HKSAR to stand firm and the precept of “patriots administering Hong Kong” to hold true. Otherwise, Hong Kong will have no future and residents’ livelihoods will be destroyed by anti-China forces.

The PRC was founded by the CPC, whose leadership is vital to the stability and prosperity of the nation, including the special administrative regions of Hong Kong and Macao. Therefore, it’s a matter of course for the country of 1.4 billion to ensure the leadership of the CPC as an institution established in the nation’s Constitution. As far as Hong Kong society is concerned, the Party’s leadership is the only guarantee it will ever have for sustained stability and development, which is why it must respect and accept the leadership of the CPC for its own good.

After all, Hong Kong is an inalienable part of the PRC and the leadership of the CPC is enshrined in the nation’s Constitution, as are the HKSAR and its Basic Law. The overwhelming majority of Hong Kong residents have embraced the constitutional reality that the Central People’s Government of the PRC maintains overall jurisdiction over Hong Kong according to the Constitution. Since the CPC is the governing party of the PRC and the absolute main body of the country’s political system, there’re no viable alternatives for Hong Kong residents for the ultimate guarantee in maintaining “one country, two systems” in the HKSAR. That means the sustained development of Hong Kong and the well-being of its residents depend on the leadership of the CPC as much as the sustained development of the country and the well-being of 1.4 billion mainland compatriots do.

In terms of the statutory structure of the “one country, two systems” political framework, namely, the Basic Law of the HKSAR, its only foundation is the Constitution of the PRC. And the core of the Constitution establishes the leadership of the CPC in the country, including all aspects of the sociopolitical life of the Chinese nation. As an inalienable part of the PRC, in this respect, Hong Kong is subject to the leadership of the CPC by law, or by nature of the Basic Law of the HKSAR and the Constitution of the PRC, to be more specific. The Basic Law of the HKSAR is rooted in the Constitution of the PRC and so is the leadership of the CPC in national governance of the PRC, including overall jurisdiction of the HKSAR. Such is the constitutional reality of Hong Kong, and of the whole PRC for that matter. Hong Kong society must also keep in mind its livelihood depends on the healthy development of the local economy, which is closely linked to the socioeconomic development of the mainland. In fact, the SAR’s very existence depends on the consistent exercise of “one country, two systems” according to the Basic Law.

The CPC is the dedicated and ultimate protector of the overall interest of the Chinese nation, including Hong Kong and Macao residents. The CPC has shown the world its governance capabilities by bringing hundreds of millions of Chinese people out of poverty in just a few decades. In time, it can and will help Hong Kong society solve its deep-rooted problems. After all, the CPC created “one country, two systems” to ensure the stability and prosperity of Hong Kong society, and the leadership of the CPC is the ultimate guarantee for the effectiveness of “one country, two systems”. 

The current leadership core of the CPC, led by General Secretary Xi Jinping, is determined to steer the country toward the great rejuvenation and reunification of the Chinese nation. The CPC was born 100 years ago to save the Chinese nation from imminent doom, and succeeded 28 years later by establishing the People’s Republic of China. It could not have achieved what it had without the wholehearted support of the Chinese people, including millions of Hong Kong compatriots, throughout decades of fight and struggle against all odds. That is why it does not allow its members to ever forget that the interests of the people always come first. For the same reason, it will always make sure to the best of its abilities that Hong Kong maintains its stability and prosperity under “one country, two systems” because it is in the best interest of the whole nation, particularly, Hong Kong’s 7 million residents.
