China appoints new chief of foreign ministry's HKSAR office

BEIJING - China's central government has appointed Liu Guangyuan as the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, replacing Xie Feng.

Before his new appointment in the HKSAR, Liu had served as China’s ambassador to Poland. 

Chief Executive Carrie Lam Cheng Yuet-ngor said that Commissioner Liu Guangyuan is a veteran diplomat and she strongly believes that, under his leadership, the Commissioner's Office will continue to work closely with the HKSAR government to take forward various projects

Liu was also the director-general of the MFA’s Department of External Security Affairs from 2014 until 2018 and served as China’s ambassador to Kenya, and permanent representative to the UN Environment Programme and UN Habitat from 2010 to 2014.

Liu joined the MFA in 1986 and was a staff member of the MFA’s Department of African Affairs before he was assigned to the Chinese embassy in Ghana in 1988.

He also worked in the Chinese embassy in Nigeria, served as a director of the MFA’s Department of Personnel, and from 2000 to 2002 was deputy consul-general of the Chinese consulate-general in San Francisco.

From there, he served as deputy director-general oft he MFA’s Department of Personnel from 2002 to 2007 before he was again assigned to the United States, as minister of the Chinese embassy in Washington DC from 2007 to 2010.     

In a statement on Wednesday afternoon, Chief Executive Carrie Lam Cheng Yuet-ngor welcomed Liu’s appointment.

Lam said that with the support of the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR (OCMFA), the HKSAR has been developing its external affairs in accordance with the Basic Law proactively since its establishment, including participating in international organizations and conferences using the name "Hong Kong, China", and signing a number of bilateral or multilateral agreements with other economies. 

On numerous occasions in recent years when the HKSAR government was subject to unfair attacks by some foreign government officials and politicians, the OCMFA strongly refuted them to set the record straight, Lam said.

The OCMFA has also been maintaining close contact with the HKSAR government to render assistance to Hong Kong residents in distress abroad, she added. 

The OCMFA recently helped promote the development of Hong Kong youth, including arranging HKSAR young civil servants to take up positions in the United Nations as Chinese personnel, Lam said.

She said that Liu is a veteran diplomat and she strongly believes that, under his leadership, the OCMFA will continue to work closely with the HKSAR government to take forward various projects.

Lam also thanked the former Commissioner, Xie Feng, for his contributions during his tenure and wished him every success in his new post.
