HONG KONG - The Hong Kong Special Administrative Region government will roll out the Come2hk Scheme later this month to enable non-Hong Kong residents in the mainland to visit the SAR without undergoing compulsory quarantine, Chief Executive Carrie Lam Cheng Yuet-ngor said on Tuesday.

Speaking to reporters ahead of the Executive Council meeting on Tuesday morning, Lam said the scheme will cover mainland people and expatriates who live and work in the mainland.

"This is the first step to facilitate people flow between the two places. I understand we should be ready to implement the scheme later this month,” Lam said.

"We should have the needed arrangements at the airport to welcome these non-Hong Kong residents coming from different parts of the mainland to come to Hong Kong,” she added.

Lam said non-Hong Kong residents could come to Hong Kong under stipulated conditions without being subject to the 14-day quarantine.

“But when these people return to the mainland, they will be subject to the mainland quarantine requirements," she said.
